JAMMU, Oct 13: The Bharatiya Janata Party (BJP) has pledged constitutional guarantees in Ladakh under the Sixth Schedule of the Indian Constitution to protect land, jobs and environment with emphasis on linguistic identity and unique ethnicity of Ladkah.
This pledge was reiterated in the party’s ballot manifesto released in Leh today by BJP UT Chairman and MP Jamyang Tsering Namgyal in the presence of other senior party leaders.
He said the Apex Body, in its meeting with the Union Home Office last month, also received assurance in this regard. The party also pledged that it will work for a speedy amendment of the Ladakh Hills Autonomous Development Council (LAHDC) Act to improve the working culture of LAHDC and UT administration and the party has already submitted the memorandum for the amendment of the law in this regard.
Reiterating the party’s commitment to women’s empowerment, the manifesto states that the reservation of women in politics is a primary objective of the BJP. He ensured the delimitation of the constituencies of the councilors according to the population, the area and the delay of the constituency.
The BJP reiterated its commitment to include the Bhoti language in the 8th Schedule of the Indian Constitution further, promised to make Ladakhi, Bhotim Shena, Balti and Dadri the official languages ​​of UT Ladakh and create positions for Bhoti language teachers in UT.
The manifesto, while promising the establishment of new administrative units in UT of Ladakh, said that if passed, it would grant district status to Zanaskar, Nobra, Sham, Changthang, Drass and Suru Sankoo in addition, subdivision, bloc, Naibats, tehsils and Pathwari Halqas will be established. and delineation of Panchayats and Nambardar incomes will be made.
The Party manifesto showed its commitment to the speedy completion of the Zojila tunnel, the tunnels connecting Nimo-Padum-Darcha with the Shinkula, Taglangla, Khardugla and Lahchu Lungla tunnels, the construction of the circular road to Nubra via Hanu-Turtuk, the introduction of proper traffic system in and around Leh City, rapid completion of Leh Airport internationally, rapid completion of already sanctioned rail connectivity to Ladakh and accelerated work on rural road connectivity underway .
The party manifesto promised the improvement, upgrade and expansion of Tele connectivity with high speed internet service in all villages and hamlets via mobile/cellular towers, VSAT and INMARSAT.
The party also pledged to improve education and student-related issues through the implementation of India’s New Education Policy in Leh District, the early establishment of Central Ladakh University sanctioned, the strengthening of the University of Ladakh in progress, making the Central University Institute of Buddhist Studies fully functional, the establishment of the IGNOU center for distance learning, the early establishment of an already sanctioned medical college, the sanctioning of an engineering college at the earliest, construction of a library in each Panchayat Halqa, common facilities center in each Panchayat Halqa, complete establishment of the sanctioned National Institute of Sowa Rigpa and complete establishment of the Institute of Management hotelier.
The manifesto pledged to grant 100% job opportunities to Ladakhis by creating job opportunities for local youth on an accelerated basis, in addition to filling 6,471 vacancies. He promised to boost agriculture by taking various pro-agricultural initiatives such as the establishment of agricultural societies at the village level, the implementation of the Mission Organic Development Initiative (MODI) in each village, loans easily accessible to women’s self-help groups and cooperative societies at the village level. , establishment of polycarbonate greenhouses for winter blocks, large-scale cultivation of sea buckthorn, establishment of food processing units in different blocks and creation of market for milk, hay and vegetable products .
In the area of ​​sports, BJP has ensured to develop the sports infrastructure in UT by establishing a world-class multi-purpose sports stadium at each block level and a multi-purpose sports ground/field in each village in addition to the establishment of a sanctioned ice hockey rink for each block.
In the health sector, the party promised class-leading health insurance facilities in Ladakh by establishing the Indian Institute of Medical Sciences in the region, upgrading of health centers and health insurance for every household in under the Ayushman Bharat regime.
The BJP further pledged 24×7 electricity supply to Changthan, Nubra and Zanaskar through Northern Grid, power generation for electricity by solar, wind, geothermal, large-scale hydroelectric and establishment of a 9×2 MW hydroelectric project in Dha.
The party pledged to protect the environment in the Himalayan region by cutting the Indus, Shayok, Siachen and Suru rivers with the construction of riverside parks under the river beautification project , the fully concrete protection of the river and stream banks, the relocation of waste management put in place, the construction of a new children’s park and a recreation center and the promotion of the installation of environmentally friendly factories of the environment.
The manifesto ensured the speedy establishment of the sanctioned Jal-Jeevan mission for household drinking water supply and the speedy establishment of a sanctioned drainage system within the municipal boundaries. The party further stated that it has pledged to work for Sabka Saath, Sab Ka Vikas and Saab Ka Vishwas.
Meanwhile, Union Sports Minister Kiren Rijiju, who has been campaigning in Leh for two days today, reiterated that the BJP will provide constitutional guarantees to the Ladakh region to safeguard its ethnicity, of its culture, its language, its land and its jobs.
Addressing election rallies in Wanla, Limayuru, Basgo and Upper Leh constituencies today, he said the Modi government was responding to the aspirations of the people of Ladakh by granting UT status to the region, just as it would also settle all other claims, including the granting of constitutional guarantees. at UT.
He said that the people of Ladakh should trust the BJP and the Prime Minister, Narendra Modi, whose desire is the development of all backward and remote parts of the country so that they are not left behind in any way. “The BJP is for the holistic development of the Ladakh region so that the people of this hill belt can compete with any developed city in the country,” he added.
Rijiju called on the people to strengthen Prime Minister Modi’s hands in securing the victory of the BJP candidates in the ensuing elections at LAHDC, Leh, to ensure rapid development of UT.
Local leaders and candidates from the respective constituencies also spoke at the meetings.
